​This council serves as an advisory body to the Board of Supervisors on matters relating to health and human services planning and policy issues.

Membership Information
Twenty Two members who are appointed by the Board of Supervisors as follows: Three members of the Alcohol and Drug Advisory Board, the Mental Health Board, Public Health Advisory Committee, Adult and Aging Commission, the Children's Coalition and Disability Advisory Committee; Four community members. Directors of the County Departments of Human Assistance, Health and Human Services  and Countywide Services Agency, or their designees and a designee of the Board of Supervisors shall serve as ex-officio, non-voting members.

Meeting Information
Meetings are held on the second Thursday of each month from 12:00 p.m. to 1:30 p.m. at the Sacramento County Department of Human Assistance located at 2700 Fulton Avenue, Sacramento in Room 58.
